A CONVERGENT READINESS FRAMEWORK FOR PHARMACEUTICAL COLD-CHAIN AND CUSTOMS TRANSIT OPERATIONS

Abstract

Pharmaceutical logistics requires the simultaneous control of product conditions, documentation, customs
authorization, transportation resources, monitoring systems, custody transfers, and receiving capacity. Although
these elements are individually addressed in regulatory and technical guidance, their operational
interdependence is not always represented through a unified release mechanism. This study develops a practical
framework for coordinating time- and temperature-sensitive pharmaceutical cargo across airport, customstransit, road-transportation, and receiving environments. An applied documentary review was conducted using
guidance published by the World Health Organization, International Air Transport Association, European
Commission, and Brazilian Federal Revenue Service. The reviewed controls were classified according to six
readiness dimensions and seven operational stages. The analysis identified three central requirements: cargo
movement should occur only when all critical readiness conditions converge; custody transfers should document
both physical responsibility and decision authority; and deviations should trigger structured verification,
escalation, and assessment. Based on these findings, the study proposes the Convergent Readiness Gate, a
conjunctive release model integrating cargo, documentation, customs, transport, monitoring, and destination
readiness. The framework can support Standard Operating Procedures, operational checklists, handoff records,
risk registers, and performance measurement. As a conceptual model derived from documentary analysis, it
requires validation through actual operational data before performance effects can be established
